The Fora provide expert advice to Energy Community institutions and support the implementation of the acquis, in line with Chapter IV of the Energy Community Treaty.
They facilitate dialogue, help align stakeholder interests, and adopt conclusions by consensus, which are submitted to the Permanent High Level Group for further action.

The Fora are open to all key stakeholders, including:
- Government representatives
- Industry and industry associations
- Energy regulators
- Donors and international partners
- Academia
- Consumer and civil society organizations

Establishment
Establishment
- Electricity and Gas Fora were established under the Energy Community Treaty.
- Oil Forum was launched by Ministerial Council Decision in 2008.
- Additional Fora, such as the Law Forum, Dispute Resolution Forum, Just Transition Forum, and the Conference on Advancing Renewable Investments, are convened at the initiative of the Secretariat.
