Submit a complaint
Under the Energy Community dispute settlement process, private bodies may lodge a complaint with the Secretariat against a Party arising from any measure the complainant considers incompatible with Energy Community law.
Any natural or legal person as well as companies, firms or associations without legal personality may act as complainants.

To enable the Secretariat to effectively assess and investigate a complaint, complainants are encouraged to complete the online form and provide all relevant information and documentation available.
A valid complaint should meet the following requirements:

Clearly identify a failure by a Party to comply with Energy Community law.

Include supporting documentary evidence, if available.

Provide copies of any relevant correspondence with the national authorities of the Party concerned.

Indicate whether the complaint should be treated as confidential or non-confidential.
Providing complete and accurate information from the outset ensures a more efficient and informed handling of the case.

The Secretariat will acknowledge receipt of the complaint and may, by simple request, require the complainant to provide further information.
The Secretariat will review the complaint and may:
- Initiate a preliminary procedure by way of an Opening Letter, if it takes the view that the subject matter of the complaint gives rise to a breach of Energy Community law or
- Notify the complainant the reasons for not pursuing the case further, if it takes the view that the subject matter of the complaint does not give rise to a breach of Energy Community law.

- Prepare answers in advance. Draft your responses separately and copy-paste them into the form to avoid losing data.

Complete the form in one session. You cannot save or return to it later.

Avoid special characters (e.g., &, %, #) in text fields, as they may prevent successful submission.

File uploads are optional and must be in PDF, JPG, JPEG, PNG, or GIF format — Word files are not accepted.
