Ukraine benefits from EU4Energy support aimed at strengthening its energy system. This includes managing the Energy Community Secretariat’s Fiduciary account, which channels financial donations to ensure the stable functioning of Ukraine's energy sector through the Ukraine Energy Support Fund. This support involves contract management, record-keeping, verification, disbursements, and communication, ensuring transparent and effective use of funds. In the context of the ongoing Russian aggression, these efforts are critical for maintaining energy security.

Additionally, the EU4Energy technical assistance focuses on creating market-oriented incentives at the interconnection points between Ukraine and Moldova’s gas transmission systems. The Trans-Balkan pipeline study examines ways to unlock its full potential by proposing market-oriented capacity products and regulatory improvements, helping Ukraine integrate into broader regional and European markets during these challenging times.
 

The PECI label provides selected projects access to a range of EU financial instruments, including grants, guarantees, and more through IPA III, NDICI – Global Europe, WBIF, NIP, EFSD & EFSD+, and the Ukraine Facility. While each instrument has strict eligibility criteria, the PECI label adds value and credibility to any project that meets the requirements. The Secretariat assists selected project promoters in navigating the application process and works with the European Commission and IFIs to secure funding for PECI projects.

Ukraine benefits from two PECI labels. The second 330 kV line between the Balti substation in Moldova and the HPP Dnestrovsk in Ukraine, under label E08, will strengthen interconnections between the two countries, enhancing energy exchange and grid stability. Additionally, E13 a large Battery Energy Storage System (BESS) located in Ukraine will provide Frequency Containment Reserve (FCR) and Automatic Frequency Restoration Reserve (aFRR) to both the Ukrainian and Moldovan control blocks, contributing to the balancing of the control block and helping stabilize the frequency in Continental Europe.
 

Together with all Contracting Parties, Ukraine receives support from the Secretariat through the ongoing study on energy efficiency and energy poverty, focusing on improving building energy efficiency to combat energy poverty and strengthen national institutions.
