Overview
WHAT IS IT
Ensures a reliable and uninterrupted energy supply, essential for daily life, economic stability, and societal well-being. This includes a strategy to prevent, prepare for, and manage electricity crises risk preparedness plans for electricity, gas, and oil, vital for maintaining energy availability during crises and transitions.
WHY IT MATTERS
As energy systems transition to renewable, climate-neutral technologies, it’s crucial to ensure a stable and reliable electricity supply. This transition is expected to increase electricity demand and integrate renewable energy sources, such as wind and solar. Maintaining or improving the security of electricity supply during this period of transformation is vital to prevent disruptions and safeguard economic and social stability.
EXPERT GROUP: SECURITY OF SUPPLY COORDINATION GROUP
The Security of Supply Coordination Group (SoSCG) was established in 2008 and formalized under Procedural Act 2021/03/MC-EnC of the Ministerial Council, as amended in 2021. This coordination mechanism is a key element of the Energy Community’s security of supply acquis.
The SoSCG monitors, discusses, and provides recommendations on supply security across the Energy Community. It includes two dedicated sub-groups—one for electricity and one for gas—which meet at least twice a year.
The group shall be consulted and support the Energy Community Secretariat, particularly on the following matters:

Monitoring and responding to supply security issues, including during emergencies;

Collecting and reviewing relevant national-level information;

Identifying best practices and issuing guidance to relevant stakeholders;

Assessing security levels, benchmarks, and methodologies;

Reviewing national scenarios and preparedness testing;

Evaluating preventive and emergency plans, including coherence and implementation;

Coordinating response measures among Contracting Parties;
-
Facilitating assistance to the most affected Contracting Parties.
