How do we procure?

    Approach

    According to Article 66 of Budget Rules, Energy Community procurement follows the Austrian Federal Public Procurement Law (Bundesvergabegesetz 2018, Federal Law Gazette I no. 65/2018).  The most recent version of the Law applies. 

    • E-PROCUREMENT
      As of 2018, the Energy Community uses an e-procurement system Lieferanzeiger for its procurement procedures. Each time a new procedure with publication is launched, the Energy Community Secretariat will share the info and link to the procedure in this section.
      If you wish to participate in a procurement procedure launched by the Energy Community, please consult Lieferanzeiger, and/or,  this section regularly.

     

    • ROSTER OF EXPERTS
      For contracts awarded by the Energy Community under the Direct Award procedure (as defined in the Austrian Procurement law), please refer to Roster of Experts page.
      Only invited participants, can take part in Direct Award procedures. 
  • Principles

    Principles

    As part of its daily activities, the Energy Community Secretariat engages into procurement activities to maintain the functioning of the organization and to support the implementation of the Energy Community’s tasks.

    • GREEN PROCUREMENT 
      In line with its commitment to improve the organization’s environmental performance, the Secretariat set up Eco Management and Audit Scheme (EMAS) in 2021.  The Secretariat's first Environmental Programme comprised a series of action aiming to incorporate sustainability into its everyday procurement and purchasing activities.
      Depending on the contract matter, specific environmental requirements will be outlined in our tender documents. For small amount purchases, the Secretariat elaborated internal green purchase tips, which are tailored to the categories of products and services concerned. In this way,  the Secretariat opts for acquiring works, goods and services that have minimal environmental, social and economic impacts.

     

    • GENDER-RESPONSIVE PROCUREMENT
      The Secretariat also commits to promote gender equality,  which it enforces through gender-responsive procurement. When the contract’s scope allows, we will seek to collaborate with suppliers who prioritize gender equality and have relevant policies in place. Wherever possible, the Secretariat will also request gender-balanced teams for contract execution.
  • Contracts concluded

    Contracts concluded

    Names of all contractors that were awarded a contract with a value exceeding 10 000 EUR shall be published on this dedicated section of the Energy Community website for the last calendar year at the latest by 31 March of the following year. For each awarded contract amounting above 10 000 EUR, the list shall indicate the title of the action (technical assistance, purchase of goods, purchase of other services), the name of the contractor and the amount awarded.

    Information on contracts below EUR 10 000 awarded by the Energy Community shall be provided upon request, in line with the Secretariat’s Rules on Public Access to Documents and the Austrian Bundesvergabegesetz.
