Upon request by the European Commission and in agreement with the Ministry of Energy of Ukraine, the Energy Community Secretariat set up the legal framework for the Ukraine Energy Support Fund to counteract the impact of the Russian invasion. The Ukraine Energy Support Fund is set up to match demand for financing procurement of necessary equipment, fuels and services for Ukrainian energy companies
In an effort to streamline and consolidate its monitoring functions under the Energy Community Treaty with regard to Ukraine, the Energy Community’s largest member currently suffering from a war of aggression by the Russian Federation, the Secretariat created the Ukraine Energy Market Observatory. The Observatory will closely follow and review all developments related to the energy market and corporate governance in Ukraine.
The Secretariat invites to the international legal community support Ukrainian public energy companies, all of which have incurred significant damages due to military actions of the Russian Federation, in establishing accountability and recovering damages. This platform allows law firms and qualified independent lawyers to contribute pro bono hours to various projects and match them with the demand of Ukrainian energy companies.

The Energy Community Secretariat as fiduciary of the Ukraine Energy Support Fund is committed to ensuring the highest standards of conduct in the delivery of support to Ukraine. The Ukraine Energy Support Fund has been designed to include a number of safeguards to prevent abuse in its implementation. Nevertheless, we are committed to follow-up on any information indicating possible abuses.

USTF – Recap of Activities
In response to Russia’s invasion of Ukraine, the Energy Community Secretariat launched the Ukraine Support Task Force (USTF) to help keep Ukraine’s energy system operational. In close coordination with Ukrainian authorities and the European Commission’s DG ECHO, USTF facilitated the delivery of 160 in-kind donations of critical energy equipment.
These donations—amounting to 6,000 tons of humanitarian aid from over 100 companies in 24 countries—were distributed to 75 companies across 18 regions of Ukraine, with contributions from both private donors and government institutions.
Since summer 2024, USTF has shifted its focus to supporting the Ukraine Energy Support Fund (UESF) and no longer manages equipment deliveries directly. Donations now continue through the EU Civil Protection Mechanism, with assistance available from the European Commission Donations Team.
