Energy Community Regulatory Board
The Energy Community Regulatory Board (ECRB) is the independent regional body of energy regulators in the Energy Community and beyond. It is the coordination platform for exchange of knowledge and development of best practices for regulated electricity and gas markets in the Energy Community. Its activities are built on three pillars: providing coordinated regulatory positions to energy policy debates, harmonizing regulatory rules across borders and sharing regulatory knowledge and experience.
The Regulatory Board is supported by the ECRB section of the Energy Community Secretariat seated in Vienna.

Three pillars
ECRB's mission builds on three pillars: providing coordinated regulatory positions to energy policy debates, harmonizing regulatory rules across borders and sharing regulatory knowledge and experience.

Tasks
The ECRB operates based on the Treaty establishing the Energy Community. Competencies of ECRB, as defined in the Treaty, are as follows:
- advise the Ministerial Council or the Permanent High Level Group (PHLG) on the details of statutory, technical and regulatory rules;
- issue recommendations on cross-border disputes involving two or more regulators;
- take measures (Recommendation, or legally binding Decisions), if so empowered by the Ministerial Council;
- adopt Procedural Acts;
Over time, with transposition of gas and electricity network codes and the package “Clean Energy for all Europeans” in the Energy Community legal framework, ECRB gained a number of new competences. This enhances its tools to foster integration of Contracting Parties’ energy markets in the internal EU electricity and natural gas markets, in line with the objectives of the Treaty.

Composition
The ECRB is composed of high-level representatives from the national energy regulatory agencies of the Energy Community Contracting Parties, Observers and Participants. The Board elects its President for a two-year term. The European Union, represented by the European Commission, acts as Vice-President and is assisted by the Agency for the Cooperation of Energy Regulators (ACER).

Presidency
- The President shall fulfill a unifying role and ensure by his/her authority that all Members and Participants work with a common purpose towards the discharge of the tasks entrusted to the ECRB under the Treaty.
- The President shall not represent his/her Institution but this task shall be undertaken by a suitable representative of the Contracting Party Regulatory Authority
The current 2024-2025 president is Mr. Ymer Fejzullahu, President of the Energy Regulatory Office of Kosovo.

The ECRB members of the Energy Community Contracting Parties are:
- Energy Regulatory Authority, Albania (ERE)
- State Electricity Regulatory Commission, Bosnia, and Herzegovina (SERC)
- Georgian National Energy and Water Supply Regulatory Commission, Georgia (GNERC)
- Energy Regulatory Office, Kosovo* (ERO)
- National Agency for Energy Regulation, Moldova (ANRE)
- Regulatory Agency for Energy and Regulated Communal Activities, Montenegro (REGAGEN)
- Energy and Water Services Regulatory Commission, North Macedonia (ERC)
- Energy Agency of the Republic of Serbia (AERS) and
- National Commission for State Regulation of Energy and Public Utilities of Ukraine (NEURC).

ECRB section
The ECRB section acts as coordinator for consultations required to take forward the work of the ECRB. It assists the ECRB and the working groups in their functions and executes all other functions assigned to it by the Board, inter alia:
- Drawing up the ECRB annual work program for consideration and adoption by the ECRB upon agreement by the President and Vice-President;
- Preparing and presenting to the ECRB for adoption an annual review of the progress achieved;
- Preparing the agenda and minutes of the meetings for the ECRB meetings.

ECRB Publications
Publications of the Energy Community Regulatory Board (ECRB) are available through the joint Energy Community publication database, offering access to a growing collection of key regulatory documents and insights. These publications are largely approved by the Board or result from reporting obligations under the Energy Community acquis.
At present, ECRB documents are classified under three main categories:

Work Programmes, setting out annual priorities and planned activities;

Annual Reports, providing overviews of the ECRB’s key deliverables and milestones;

Monitoring Reports, assessing implementation, compliance, and regulatory performance across the Contracting Parties.
The database also features reporting by national regulatory authorities, reflecting their responsibilities under the acquis and contributing to greater transparency and alignment within the Energy Community.
