Ray of Hope: Ukraine Energy Support Fund boosts Ukrainian hospitals with solar power

12 February 2025

The Energy Community Secretariat has facilitated the installation of solar PV systems at hospitals in Zhytomyr, Kyiv, and Khmelnytskyi regions, as part of a project covering 83 hospitals across Ukraine. The number of facilities continues to grow as new requests come in.

These systems use solar panels donated through the ‘Ray of Hope’ project announced by the European Commission in 2023. Installations are already generating electricity helping to tackle the energy disruptions caused by targeted Russian attacks.

“Thanks to our donors from UK, Germany, the EU, Sweden, Belgium and Canada, the Fund has turned the Ray of Hope Initiative from concept to action,” says Director Artur Lorkowski. ”Directing donations to renewable energy and storage systems ensures hospitals stay operational during the war, reducing reliance on Ukraine's power grid.”

The Ray of Hope initiative is being implemented under the Ukraine Energy Support Fund, in close cooperation with the Ministry of Energy of Ukraine and the Ministry of Health of Ukraine.

“Under the conditions of constant Russian attacks on Ukraine’s energy sector it is extremely important to ensure the power supply to institutions on which people’s lives depend. We thank our partners for supporting the ‘Ray of Hope’ project, which will make it possible to provide sustainable power supply to hospitals, clinics, blood transfusion centres, and other medical institutions through the installation of integrated power plants. This is our shared, real contribution to energy independent and resilience,” says German Galushchenko, Minister of Energy of Ukraine.

“First hospitals are already benefiting from the implementation of the ‘Ray of Hope’ project, enabling healthcare workers to provide uninterrupted care despite energy disruptions. We are committed to expanding this important initiative across Ukraine, ensuring these vital institutions remain operational,” says Viktor Liashko, Minister of Health of Ukraine.

The Ukraine Energy Support Fund, administered by the Energy Community Secretariat, enables financial contributions from public and private donors, playing a vital role in restoring and strengthening Ukraine’s energy infrastructure, ensuring energy security for critical sectors, and supporting long-term sustainability.
