

Director Lorkowski on mission in Montenegro
Podgorica, Montenegro - On 10 -11 April, Director Artur Lorkowski of the Energy Community Secretariat visited Montenegro to highlight the country’s progress in energy reforms, as outlined in the Secretariat’s Implementation Report 2024, and discuss next steps with key officials.
In Podgorica, Director Lorkowski presented the Report to the Montenegrin Parliament and met with the Energy and Water Regulatory Agency and the EU Ambassador. The discussions emphasised the Montenegro’s priority reform steps, the critical role of parliamentary oversight, the necessity of political support for the energy transition, and the importance of inclusive dialogue on key reforms.
Montenegro has made significant strides in 2024, including the adoption of the Renewable Energy Law, the launch of the guarantees of origin registry, and advancements in energy efficiency through updated rulebooks and certification tools. The Energy and Water Regulatory Agency of Montenegro (REGAGEN) has also been proactive in implementing EU rules and fostering cross-border electricity cooperation. The recent progress with submission of the draft National Energy and Climate Plan (NECP) and adoption of the new Energy Law further strengthen these achievements.
“Montenegro must build on this momentum,” said Director Lorkowski. “Key priorities include fully transposing the Electricity Integration Package, implementing the Energy Efficiency and Renewable Energy Laws, adopting the NECP, and addressing the long-standing non-compliance of TPP Pljevlja.” He also stressed the need to strengthen REGAGEN’s independence, transpose EU risk preparedness and network code legislation, and enhance environmental governance.
The Director also participated in the ESG Adria Summit in Tivat, joining a high-level roundtable on the accelerated integration of the region’s electricity markets with the EU. On the Summit’s margins, he met with Admir Šahmanović, the Minister of Mining, Oil and Gas (acting Minister of Energy).
