

Ukraine Energy Support Fund Releases 2024 Annual Report: Over EUR 1 Billion Pledged to Strengthen Energy Resilience and Green Future of Ukraine
As a part of its reporting commitment and transparency approach, the Energy Community Secretariat publishes the 2024 Ukraine Energy Support Fund (Fund) Annual Report, presenting a year of unprecedented growth, efficient operational delivery, and strengthened international cooperation. The Fund has continued to play a vital role in stabilising Ukraine’s energy system during continued Russian attacks, while providing significant impact on its decentralisation, modernisation and accelerated European integration.
Thanks to support from 33 donors — including governments, international organisations, and private companies — the Fund has now surpassed EUR 1 billion in contributions, making possible a sustained and targeted response to urgent needs.
Key results in 2024:
- more than 448 supply contracts financed;
- EUR 430 million contracted;
- over 50 Ukrainian energy companies supported;
- projects implemented across 21 regions of Ukraine.
These results confirm the Fund’s growing role not only in delivering critical equipment, but also in supporting energy system transformation, including through implementation of renewable energy projects.
“The Ukraine Energy Support Fund has proven to be a reliable mechanism with efficient procedures, delivering rapid support where it is most needed,” said Artur Lorkowski, Director of the Energy Community Secretariat. “It plays a central role not only in stabilising the energy system during the wartime, but also in driving its modernisation, and accelerated integration. As we work on winterisation for the 2025/2026 season, continued international support is essential to maintain resilience and advance clean energy future of Ukraine.”
Despite these joint achievements in the last year, Ukraine’s energy sector is under constant threat and the needs remain urgent due to ongoing attacks and approaching 2025/2026 winter season. The current gap between received support requests and available fundings is calculated at approximately EUR 600 million. We invite donors and partners to increase their engagement through the Fund, to showcase the impact that international solidarity brings in ensuring energy security in Europe. We are thankful to each donor for their trust, solidarity, and fruitful cooperation, bringing tangible results.
