EU4Energy Governance

The EU4Energy Programme Phase II (2021 - 2026) was launched by the European Union, as part of its Regional Action Programme – East. The action targets Georgia, Moldova and Ukraine, builds on the work of the EU4Energy Programme Phase I (2016 - 2020) and the lessons learnt from it.

    Cornerstones

    The action will provide support through evidence-based energy policy design and through a transposition and implementation of the Energy Community acquis / DCFTA / EU best practice legal framework.
     

    Timeline and budget
    • TIMELINE: The new phase spans between 2021 and 2026.
       
    • BUDGET: The project will be managed and implemented from a budget of EUR 5 807 428 by the Secretariat via a dedicated unit specially assigned for this task
    Beneficiaries

    BENEFICIARIES COUNTRIES: In terms of geographical scope, the Phase II targets the following three countries:

    • Georgia
    • Moldova
    • Ukraine
    Target groups

    TARGET GROUPS: The EU4Energy Governance Project Phase II primarily supports the ministries responsible for energy policy, as well as other relevant ministries and agencies: ministries responsible for economy, regional development, industry, environment, transport, new technologies and corresponding parliamentary (or relevant legislative authority) committees, TSOs and DSOs for electricity and gas; national regulatory authorities, national statistical institutes/offices, energy agencies or funds.

    Scope

    SCOPE: True to the Energy Community gender parity principle, the project targets to have share of +30% trained women and focuses on:

    • Supporting transposition and implementation of energy acquis;
    • Monitoring energy legislation implementation;
    • Supply of goods to ensure the functioning of the Ukrainian energy infrastructure;
    • Capacity building.
    Legal framework
    • LEGAL FRAMEWORK: Common to the beneficiary countries, Georgia, Moldova and Ukraine, is their close ties with the EU institutional setting. The three 
      • have already signed Association Agreements with the EU;
      • form a Deep and Comprehensive Free Trade Area (DCFTA), with the EU in the energy sector, and;
      • hold a status of Contracting Parties within the scope of the Energy Community Treaty.

    Trans-Balkan pipeline system report

    Published in September 2024, the purpose of the report is to outline the status quo regarding the capacity situation on the Trans-Balkan pipeline system and all interconnection points between Ukraine and Moldova, identify issues and collect solution approaches envisioned by relevant stakeholders, as well as provide recommendations:

    • Part I: status quo of the capacity products implemented
    • Part II: analysis of the cross-border bottlenecks, regulatory and commercial issues preventing high usage of capacities
    • Part III: proposal of solutions to remove existing obstacles
