2025 Summer School Programme
The Energy Community Summer School programme offers a combination of course work, guest lectures and social / cultural activities. Close to 40 lectures contribute to the programme. During the training, participants will attend lectures taught by high-level scholars from academia as well as experts and practitioners from leading energy companies etc.

On July 19, 2025, we embark on an extraordinary learning journey as we kick off the 2025 Energy Community Summer School at the esteemed Faculty of Maritime Studies of Kotor, Montenegro. From 5:00 PM to 8:00 PM, participants from diverse backgrounds will converge for an enriching experience that promises both formal education and informal cultural exchange.
This edition welcomes students of various nationalities, fostering a vibrant blend of perspectives that will undoubtedly enhance the summer school's educational landscape. Mrs. Zorica Đurović, Professor of English at the Faculty of Maritime Studies of Kotor, will guide us through this special day.
Following the opening ceremony, all attendees are cordially invited to a welcoming dinner. This will set the stage for fruitful interactions and camaraderie among participants.

Zorica Đurović
Zorica Đurović - Vice-Dean, Faculty of Maritime Studies of Kotor
Zorica is an assistant professor at the Faculty of Maritime Studies Kotor, where she has been employed since 2007. She is currently Vice-Dean for Development and Communication and the head of the Marine Electrical Engineering study program. She teaches in the Marine Engineering and Marine Electrical Engineering programs and serves as an instructor at the Faculty Training Centre for Seafarers. She also serves on the Editorial Board of the Časopis Pomorskog fakulteta Kotor - Journal of Maritime Sciences (JMS) and the Organizing Committee of the Kotor International Maritime Conference (KIMC). She has extensive experience in organising academic and social events, as well as managing various project activities. Previously, she worked as an examiner at the Kotor Harbour Master's Office and coordinated a joint training centre with the Norwegian University of Ålesund. Before joining academia, she held translation and logistics roles in international organisations. She earned her BA in English Language and Literature in 2001, an MA in Linguistics in 2014, and a PhD in 2021, focusing on corpus linguistics in marine engineering lexicon teaching. She has authored numerous research papers and conference articles.

Artur Lorkowski – Director, Energy Community Secretariat
Artur is an accomplished diplomat with expertise in energy and environmental protection, climate change, and public administration. He is the Director of the Energy Community Secretariat in Vienna, Austria. Previously, he served as the Vice-President of the Management Board of Poland's National Fund for Environmental Protection and Water Management, overseeing crucial areas such as climate change adaptation, water protection, and zero-emission transport. Throughout his career, he has also held several important diplomatic positions, including serving as the special envoy of the Minister of Foreign Affairs for Climate Affairs and as the Ambassador of Poland in Austria. Prior to his diplomatic assignments, he served as the Deputy Director at the Ministry of Foreign Affairs and the Office of the Committee for European Integration, where he was responsible, among others, for energy security and climate change. Artur is an accomplished alumnus of the Warsaw School of Economics and the National School of Public Administration.

Erëza is a seasoned communications and policy expert specializing in energy, sustainability, and project development. With over 20 years of experience, she has led high-impact programs across government, international organisations, and the private sector. Currently serving as an Impact and Communication Officer at the Energy Community Secretariat in Vienna, Erëza designs and implements strategic communication and impact initiatives that drive energy policy forward, ensuring engagement and meaningful change. A former TV anchor and founder of a leading creative agency, she blends storytelling with strategy to make complex policies accessible and actionable. She holds a Master’s in Political Communication from Goldsmiths, University of London—but her most cherished role is being Vivienne and Ian’s mom.

Enea Karakaci – Albanian DSO (OSHEE)
Enea is CEO of the public company OSHEE Group, the largest public company in Albania, with activity in the distribution and supply of energy. Enea has vast experience in the energy sector. Previously, he was the Director General for policies and development of energy and industry at the Ministry of Infrastructure and Energy. In this position, he was in charge of developing policies and strategies for energy, renewable energy, oil and gas, mining and energy efficiency in Albania. His background is in law and energy. He got his first experience working at the Energy Regulatory Authority, the independent regulatory authority for energy sector in Albania. Later, he moved to the Ministry of Energy and held different positions. Mr Karakaçi graduated from the Faculty of Law, University of Tirana, in 2009 and completed his LL.M. Master's degree at the University of Amsterdam in 2010 for European Union Law. He is a lecturer in law at the Mediterranean University of Albania.

Research Associate / PhD Candidate at the Leibniz University of Hannover
Inga is an energy engineer and researcher at the Institute of Electric Power Systems at the Leibniz University of Hannover. Her research contributions cover long-duration energy storage, sector coupling, energy systems and hydrogen. Inga has always had a passion for teaching engineering and making our energy system's intricacies accessible and understandable – which she has contributed to the Energy Community Summer School since 2021. Inga is a summer school alumna herself; she participated in the 2019 edition, which took place in Krakow.

Jasmina Trhulj
Jasmina Trhulj - Head of Electricity Unit, Energy Community Secretariat, Austria
Jasmina is a Diploma Electrical Engineer for Power Systems employed as Head of the Electricity Unit at the Energy Community Secretariat with a 22-year professional career dedicated to electricity market development in line with EU acquis. Her responsibilities include activities on facilitating energy transition and electricity market development in the EnC Contracting Parties and their integration at regional and Pan-European levels. She also managed an EU-funded project for regional energy market connectivity in the Western Balkans. Jasmina obtained seven years of regulatory experience at the Energy Agency of the Republic of Serbia (AERS) as a senior expert for electricity, responsible for developing and monitoring the electricity market in Serbia. With a degree from the School of Electrical Engineering of the University of Belgrade, Serbia, she is the author of numerous papers and articles published and presented at national and international conferences.

Bernhard Bauer – SIEMENS Central-Eastern-Europe / Central-Asia
Bernhard has been the commercial director of “Digital Factory” and digital officer for “Digital Industries” at SIEMENS Central-Eastern-Europe/Central-Asia (26 countries) since 2015. Before studying International Business Administration at the University of Vienna, he worked in Austria for a small company and IKEA. In the more than 20 years following his graduation, Bernhard held various management positions within SIEMENS, i.e. in the global HQ’s “Transportation” division, dealing with “Energy” in regional companies (Argentina/Mercosur, Belgium/Benelux+WaCAfrica), CEE/C-Asia), and working on “corporate-strategy for EMEA” at the group’s headquarters in Munich. He has been an advisor and seed-investor in 2 start-ups: solar-energy “pay-as-you-go” in Zimbabwe and “cultivated-meat” in Silicon Valley (California). In the last approx. 10 years, he has been a guest lecturer at various academic institutions and, in recent years, has obtained certificates in “DataScience” (JohnsHopkins) / “EmergingMarkets” (Harvard) / “ImpactBusiness” (MIT) through part-time studies.

Oana Langa
Oana Langa - Policy Officer at European Commission, Directorate General for Energy
Oana is an experienced policy officer currently working on developing a joint European import auction for renewable hydrogen in the Directorate-General for Energy in the European Commission. Until recently. Oana worked in the Infrastructure and Regional Cooperation team, where she contributed to the implementation of Regulation (EU) on trans-European energy networks by coordinating electricity and hydrogen infrastructure development in the EU through a biennial project selection process involving national administrations, regulators, energy companies and non-profit organisations. Ms Langa has a decade long experience in the European Commission, the European Parliament and in governmental affairs offices of energy companies and industry associations in Brussels. She holds an MA from the L'Institut d'études européennes de l'Université libre de Bruxelles.

Arben Kllokoqi - Senior Energy Expert, Energy Community Secretariat Arben is a Senior Energy Expert in the Energy Community Secretariat since March 2024. He worked as an Electricity Expert for the Energy Community Secretariat from 2017-2022, supporting electricity market reforms in the Contracting Parties and REMIT implementation, market coupling, cross-border balancing, etc. Before re-joining the ECS, Arben worked as the Director for electricity market design at the Energy Traders Europe (EFET) for more than a year, including some consultancy projects. Arben has 20 years of experience in the energy industry and previously worked for more than 7 years at a London-based trading firm, EDF Trading, as a Regulatory Advisor covering regulatory affairs across European markets. Before joining EDF Trading, he worked with the Regulator on market monitoring and the TSO in Kosovo* to define and implement market mechanisms and grid access.

Lisa-Marie Mohr
Electricity Market Expert, Managing Consultant, Magnus Energy Lisa-Marie works as Managing Consultant for Magnus Energy’s technical advisory team. There she focuses on projects related to the regulatory framework of electricity and hydrogen markets. Previously, as Electricity Market Expert at the Energy Community Secretariat in Vienna, she assisted Contracting Parties during the transposition and implementation of the Energy Community acquis, facilitating their integration into the European internal market for electricity. Before joining the EnCS, she worked as Technical Expert for the German NRA for 5 years. There she was tasked with projects related to electricity markets, particularly implementing CACM and the Electricity Regulation. During a secondment to ACER as a national expert, she contributed to ACER’s Recommendation on amendments to CACM (‘CACM 2.0’).

Alberto Pototschnig
Alberto Pototschnig - Florence School of Regulation; Director, DFC-Economics, Milan Alberto is a part-time professor and deputy director for the World of Practice at the Florence School of Regulation – European University Institute, where he taught energy regulation and market design since 2004. Since 2020, he has also been the Director of DFC-Economics, providing independent economic analysis and regulatory advice. From 2010 to 2019, Alberto was the first Director of ACER, the EU Agency for the Cooperation of Energy Regulators. Previously, he was a Partner at Mercados EMI (2006–2010), held executive roles at the Italian Transmission System Operator and the Italian Electricity Market Operator, and served in Italy’s Energy Regulatory Authority. He began his career in 1989 at London Economics, later leading its industrial economics advisory practice. Alberto holds a Degree in Economics from Bocconi University and an MSc in Econometrics and Mathematical Economics from the London School of Economics.

Ana Amazo - Senior Manager, Tetra Tech Ana has over 11 years of experience in clean energy policies and markets, specialising in policy and regulatory frameworks for financing and integrating renewables. She has led projects for governments, international organisations, and investors, including renewable energy auctions in over 20 countries for EBRD and USAID. Her work also includes energy planning and grid integration in Bangladesh, Nepal, Egypt, and Guatemala; advice on incentives for green hydrogen for authorities and industry stakeholders in Namibia, Bhutan, and Colombia; an assessment of policy and commercial viability of hydrogen pipelines for system operators in Europe; market and regulatory assessments of renewable energy for energy providers in Europe and for IFC on distributed generation in Mexico; and carbon pricing in Serbia. Before joining Tetra Tech, she was a managing consultant at Guidehouse, an external consultant for GIZ, and a research assistant at WZB. Ana holds a master’s degree in public policy from the Hertie School of Governance in Berlin. She is also a certified Green Energy Finance Specialist from the Renewables Academy (RENAC). Her expertise spans auction design, market integration, and regulatory assessments. Ana is committed to advancing clean energy transitions worldwide.

Andrzej Adamski
Andrzej Adamski – Jagiellonian University
Andrzej Adamski, PhD, D.Sc. (1970), works as an associate professor at the Faculty of Chemistry of the Jagiellonian University in Krakow. His current research interests concentrate on catalysis, spectroscopy, environmental chemistry, CO2 valorisation and sustainable processes. Professor Adamski is an author and co-author of more than 60 scientific papers, 160 conference contributions and a few patents. Since 2012, he has been responsible for graduate studies in environmental protection. In 2013, Professor Adamski created the Department of Environmental Chemistry at the Faculty of Chemistry and became Head of the Environmental Catalysis Group. Since 2016, he has been the Rector’s Proxy for Innovations. Laureate of several distinctions and awards granted by the Minister of Science and Higher Education, the Rector of the Jagiellonian University and the French association Europe France Inventors.

Arnold Weiss - Head of Vienna Office of EPEX SPOT
Arnold has been the Head of the Vienna Office of EPEX SPOT since 2013. The European Power Exchange, headquartered in Paris, is the marketplace for short-term power trading in 13 European countries. He is part of the public & regulatory affairs team and is particularly in charge of representing EPEX in Austria, Luxemburg, Poland, CEE/SEE and at the EU level. Before that, he worked in the energy sector for ten years as legal counsel, compliance manager and head of the respective staff units. He is a frequent lecturer on energy law and economics at various universities in Austria and Liechtenstein. Also, he is a contributor and speaker at numerous conferences in Europe, China and India.

Selma Sehovic - Project Manager at Friedrich-Ebert-Stiftung (FES) Dialogue Southeast Europe
Selma is a regulatory lawyer with over ten years of experience, including in policy development. Currently employed at the FES SOE Regional Dialogue as a project manager, managing the portfolio on energy transition and climate change policies in Southeast Europe with a focus on the Western Balkan non-EU countries. Before joining the FES SOE, Selma worked on transposing the EU’s Third Energy Package into Bosnia’s legislation and at the international law firm CMS-RRH, advising infrastructure investors and clients on PPA, regulatory compliance, and market opportunities. Selma holds a master's degree in energy and natural resources law from Queen Mary University London.

Dirk Buschle
Dirk Buschle - BBH Brussels / College of Europe
Dr Dirk Buschle is Partner at Becker Büttner Held (BBH), Germany’s largest firm for energy and climate law and consultancy, where Dirk heads the Brussels office. Until 2024, Dirk has been the Deputy Director of the Energy Community Secretariat and the head of its legal unit for 17 years. Prior to that, he served as the Head of the Cabinet of the President of the Court of Justice of the European Free Trade Association (EFTA) in Luxembourg.
Dirk is also a professor at the College of Europe in Bruges, where he teaches the annual course on "European and International Energy Policy and Governance." He graduated in law from the University of Constance in Germany and earned his PhD from St. Gallen University in Switzerland. He has published extensively in various areas of European policy and law and has lectured as a visiting professor at the Universities of Reykjavik, Constance, and St. Gallen.

Vaclav Bartuška
Vaclav Bartuška - Ambassador-at-Large for Energy Security of the Czech Republic
Vaclav assumed the position of Ambassador-at-Large for Energy Security of the Czech Republic in 2006. He works on a wide range of issues, from oil and gas supplies to energy strategy. During the gas dispute between Russia and Ukraine in January 2009, when the Czech Republic held the EU Presidency, he was involved in negotiations with Russian, Ukrainian, and EU leadership. In 2010, he was appointed by the Czech Government to the Commissioner for expansion at the Temelin nuclear power plant. Since 2003, he has taught modern history and security studies at New York University, Prague campus. Mr. Bartuška also teaches energy security at the College of Europe.

Monika Figaj - Climate and Just Transition Expert, Energy Community Secretariat
Monika is a graduate of political science and holds a PhD in international development from Nagoya University. Her career is based on her knowledge of EU climate policies, including the EU ETS, and UNFCCC negotiations, as well as her experience of working as a consultant in the field of environment in Montenegro. Since 2014 she was a negotiator for Poland for the Ministry of Climate and Environment on climate files, including for the Fit for 55 package and a lead on mitigation for Poland’s UNFCCC COP Presidency in 2018.

Aura Sabadus - ICIS
Aura is a senior journalist specialising in European energy markets for the London-based Independent Commodity Intelligence Services (ICIS), a global energy and petrochemicals news and market data publisher. She has written extensively on European natural gas markets, taking a particular interest in political risk and energy supplies in the Black Sea region. In her additional role as a research fellow of the Energy Community, she contributes to market reform efforts in Ukraine and Moldova and the integration of central and eastern European natural gas markets. Aura is also a non-resident senior fellow of the Washington-based Centre for European Policy Analysis (CEPA) and associate fellow of the Royal United Services Institute (RUSI) in the UK. She is frequently quoted in the international mainstream media, speaks at industry and academic conferences, and teaches at London-based universities.

Predrag Grujičić - Head of Gas Unit, Energy Community Secretariat
Mr. Grujičić joined the Energy Community Secretariat in Vienna in 2010. As Head of the Gas Unit, he assesses and reviews the proper implementation and progress by the Contracting Parties of their obligations under the Energy Community Treaty related to the gas acquis. He graduated from the Faculty of Electrical Engineering, University of Belgrade, Serbia, in 1999. He held various positions within the Serbian major public electricity company, Elektroprivreda Srbije, as a system operator. He joined the Ministry of Energy of Serbia and occupied various head positions including the EU integration and international cooperation agenda.

Silke Goldberg
Silke Goldberg – University of Groningen
Silke is a partner specialising in energy law. She is Global Head of ESG and leads the firm's Climate Change practice. Silke has over 17 years of experience working in the energy sector, advising clients in relation to complex energy and climate change issues internationally, with a particular focus on renewable energy and the energy transition. Silke advises clients on all aspects of European and UK energy laws and regulations, including unbundling issues, REMIT, and network codes. She has long-standing experience in electricity and gas trading arrangements and has advised interconnectors and other transmission and distribution system operators. She is a visiting professor at Groningen University in the Netherlands, where she lectures on EU energy law and climate change issues. Silke was recently named Individual (London) of the Year for Projects, energy and natural resources by The Legal 500 UK 2020.

Marie-Therese Richter-Kuhnert
Marie-Therese Richter-Kuhnert – Deputy Director and Head of Legal Unit, Energy Community Secretariat
Marie-Therese joined the Energy Community in 2016 as an Energy Lawyer, focusing on competition law, state aid law, dispute settlement cases, and providing support to national competition and state aid authorities. She also participated in training activities. As of April 1, 2025, she has been promoted to Deputy Director and now leads the Secretariat’s Legal Unit. Her previous experience includes various legal roles as an associate, consultant, and Assistant Professor. Ms. Richter-Kuhnert holds a Master’s degree (2008) and a PhD (2011) from the Faculty of Law at the University of Vienna, as well as a Master’s degree from the College of Europe in Bruges, Belgium. She has also published several legal articles.

Damjan Kukovec
Prof. Dr. Damjan Kukovec – Judge at the General Court of the European Union Damjan Kukovec is a Judge of the General Court of the European Union. He obtained a law degree at the University of Ljubljana, Slovenia and a master’s (LL.M.) and a doctoral (S.J.D.) degree at Harvard Law School. He has practiced at the Constitutional Court of Slovenia, the Special Court for Sierra Leone as well as at the Court of Justice of the European Union before joining the Legal Service of the European Commission, representing the Commission before the Court of Justice. He has taught at Harvard Law School, the Fundação Getulio Vargas Law School in Rio de Janeiro, the Brussels School of International Studies, the European Union Institute in Florence, Middlesex School of Law in London, at the University of Ljubljana Faculty of Law, at City Law School, University of London and at University College London. He is the author of numerous publications and lectures worldwide.

Jacques Isabelle - Renewables and Climate Lawyer at Energy Community Secretariat Jacques joined the Energy Community Secretariat in April 2024, with extensive experience in the renewable energy sector and having worked in private practice at international law firms (Simmons & Simmons, CMS Francis Lefebvre and Wolf Theiss) as well as in-house at some of the leading renewable energy developers (RES Group and Neoen). He studied Law in France and the United Kingdom, including his specialisation LLM in Energy Law and Policy from CEPMLP of the University of Dundee in Scotland.

Jennifer Karle
Jennifer Karle - European Commission
Jennifer is a Policy Officer at DG GROW, focusing on net-zero industries and sustainable and circular products. She previously worked on green and net-zero economy policies, with a focus on the European solar industry within the European Commission, starting as a Blue Book Trainee in 2022. Before joining the Commission, she was a Senior Policy Advisor at Ofgem, leading on policy issues and administering social and energy efficiency schemes. Jennifer co-led the Climate Collage project at UCL, promoting climate change awareness in London schools. She holds an MSc in Environment, Politics, and Society from University College London, with a background in Business and Management. Her expertise includes sustainability policy, energy regulation, and energy efficiency. She has experience in policy development, stakeholder engagement, and project management. Jennifer is committed to creating solutions for a sustainable future.

Naida Hausmann - Lead of the Renewable Energy Task Force & Senior Renewable Energy Expert, Energy Community Secretariat Naida has more than twelve years of international experience in the fields of renewable energy, sustainable development, energy modelling and electricity markets. She currently serves as a Lead of the Renewable Energy Task Force & Senior Renewable Energy Expert within the European Green Deal Unit at the Energy Community Secretariat. Her primary focus is supporting Energy Community Contracting Parties in their efforts to transpose and implement the EU acquis. This includes work related to the design of market-based support schemes, systems for guarantees of origin, self-consumption, power purchase agreements (PPAs), and more. Before the Secretariat, Naida was employed at the International Renewable Energy Agency (IRENA). Naida holds a master's degree in Electrical Power Engineering from the Faculty of Electrical Engineering at the University of Sarajevo and is a Certified Expert in Climate & Renewable Energy Finance, having completed program at the Frankfurt School of Finance & Management.

Adam has a legal background, graduating from Durham University and the University of Warsaw. Before joining the Energy Community, Adam was a Head of Climate Policy Unit in the Chancellery of the Prime Minister of Poland. Prior to this assignment, Adam spent six years at the European Commission where he served as a policy officer in the international relations & enlargement unit in the DG ENER, and before that he was a civil servant in the Polish Ministry of Foreign Affairs.

Linda Zeilina- CEO & Founder, International Sustainable Finance Centre
Linda is the Founder and CEO of the International Sustainable Finance Centre (ISFC), a think tank focusing on a range of sustainable finance topics, where she oversees the work on sustainable investing and inclusive economies. She is a Fellow of the Royal Society for Arts, Manufactures and Commerce (RSA) in London and an advisory board member of the Romanian Sustainable Investment and Finance Association (RoSIF). Until recently, Linda was a Policy Leader Fellow at the European University Institute’s School of Transnational Governance. Over the years, Linda has run consulting projects for large asset managers, pension funds and European investment funds. Previously, Linda was Director at RE-DEFINE, a boutique consultancy and think tank in London, and a Think Visegrad Fellow at the EUROPEUM Institute for European Policy. Linda is an alumna of the University of Glasgow, McGill University and the London School of Economics.

Barbara Wassen - Ambassador-at-large for Climate - Hungary Amb. Dr. Barbara Wassen has extensive experience in environmental, energy, and climate policy, serving in various government roles since 2004. She began working in climate policymaking in 2010 at the Hungarian Ministry of National Development, later leading the Department of Climate Policy. From 2018 to 2022, she was Deputy Minister of State for Climate Policy at the Ministry of Innovation and Technology. Currently, she is Hungary’s Ambassador at Large for Climate at the Ministry of Energy and an assistant professor at Eszterházy Károly Catholic University. She is a Hubert H. Humphrey Fellow at Cornell University, specializing in city and regional planning. Dr. Wassen holds a Ph.D. in Earth Science, an MSc in Environmental Policy and Science, and another MSc in Biology. She has extensive teaching experience at multiple universities. Her work focuses on international, EU, and national climate change policies.

Ilija Sazdovski
Researcher, UNESCO Chair in Life Cycle and Climate Change, ESCI – UPF Ilija is a Researcher at the UNESCO Chair in Life Cycle and Climate Change and a lecturer at the University Pompeu Fabra - BSM. Prior to this, Mr Sazdovski was a member of the International Association of Energy Engineers and the Scientific Advisory Board of the South-East Conference for Sustainable Development of Energy, Water, and Environmental Systems. He has been working as a project developer and implementer, engaged by USAID, UNDP, and GIZ, providing technical assistance to different stakeholders in energy efficiency. He is the author of the National Energy Monitoring System for local self-governments and co-author of the III National Energy Efficiency Action Plan 2016-2018 for Macedonia. He worked as an International Expert for the establishment of Monitoring Reporting and Verification systems for greenhouse gases engaged by UNDP.

Adrian Jasimi
Adrian Jasimi - Oil expert and Summer School Coordinator, Energy Community SecretariatAdrian joined the Energy Community Secretariat in May 2009 as an oil expert. Before coming to the Energy Community Secretariat, he worked in Albania's Oil and Gas Institute until 1994. In 1994, Mr Jasimi joined the UK oil and gas company Premier Oil as a project manager for ten years. In 2004, he started to work as an oil advisor and director of the cabinet to the Minister of Energy and Industry of Albania. In 2005, he was reappointed Director of the Cabinet of the Minister of Economy, Trade and Energy in Albania until April 2009. Mr Jasimi is involved in many negotiations in oil and gas contracts. His university background is as a nuclear physicist.

Energy Debates
The objective of this Energy Debate day is to allow all participants master what they have learned during the course through a debate. There will be 4 statements and for each statement there will be two teams of advocates supporting or disagreeing with the statement. The participants will be required to take a certain position, even something they do not personally believe thus putting the participant in some cases in a not-so-comfortable situation. However, that is what makes the debate more interesting and afterwards, the participants will be also evaluated for their ability to defend a case.
