E04 / Trans Balkan Corridor: Double OHL 400 kV BA and ME sections

Brief project description

New interconnection between the power systems of Serbia, Bosnia and Herzegovina and Montenegro is planned to be realized by the 400 kV transmission lines between the substation 400/220/110 kV Pljevlja 2 in Montenegro, the substation 400/220/35 kV Bajina Bašta in Serbia and the substation 400/110 kV Višegrad in Bosnia and Herzegovina (at the moment there are 220 kV lines at the same or similar routes between these countries). A necessary precondition for this investment is a realisation of section 3 of the Trans Balkan corridor, which is a new 2x400 kV line between substations Obrenovac and Bajina Basta in Serbia, together with upgrading the substation 220 kV Bajina Bašta with the 400 kV voltage level. On Montenegrin side, line 400 kV Cevo – Pljevlja has also to be finished. EMS plans to finish this investment in 2027.

The new 400 kV transmission line between Serbia and Montenegro will be built as a double-system circuit line but equipped with one circuit in the first phase. In Montenegro, the project also includes the reconstruction and expansion of the substation in Pljevlja with the 400 kV busbars. With the construction of the new transmission line 2x400 kV Pljevlja - Bajina Bašta, transmission line 220 kV Bajina Bašta – Pljevlja will be dismantled, and its corridor will be used for the new 2x400kV transmission line.

With the implementation of this project across three countries, more efficient operation of the HVDC link between Montenegro and Italy will be ensured, increasing possible exchanges over the borders of all countries involved in the project.

Expected benefits:

  • Increase of the NTC values between Serbia and Montenegro, and Serbia and Bosnia and Herzegovina;
  • Increasing the security of supply in all three countries;
  • Supporting RES integration.
