Over two and a half years into Russia’s full-scale invasion of Ukraine, the Ukraine Energy Support Fund has refined its procurement approach to address the country’s urgent and long-term energy needs. Initially focused on emergency response, the strategy has matured into a structured, multi-stream model that targets sustainable energy resilience—particularly in critical infrastructure such as healthcare facilities.
The current procurement framework builts on complementary channels that promote transparency, efficiency, and broad access. These mechanisms enable effective sourcing of energy-related goods and services in support of Ukraine’s recovery and energy resilience.

Ongoing procurement

The Fund’s e-procurement stream is managed by UTA-Sweco, which acts as the procurement agent. UTA-Sweco oversees supplier selection and negotiates terms of the Supply Agreements. Meanwhile, the Energy Community Secretariat retains responsibility for payment execution, ensuring transparency and financial accountability.
Potential suppliers are encouraged to familiarize themselves with the e-procurement process, which includes an overview of key steps, roles, required forms, and timelines. A dedicated platform and instructional video are available to guide participants through each phase of the procurement cycle.

Under the Ukraine Energy Support Fund, the “Ray of Hope” initiative focuses on improving the energy independence of Ukraine’s healthcare facilities through the installation of solar photovoltaic (PV) systems and autonomous backup power solutions.
Managed by the Energy Community Secretariat in collaboration with Urban Technology Alliance LP, the project invites companies to participate in competitive tenders aimed at delivering renewable energy solutions that ensure continuous hospital operations—even in crisis conditions.

To streamline the acquisition of needed equipment and services, the Secretariat has launched an “Express Your Interest” mechanism. This process allows suppliers to proactively indicate their ability to provide specific items aligned with Ukraine’s urgent energy needs.
Participation involves a simple two-step process:

Complete the vendor template, providing detailed information on available equipment or services.

Submit the completed template via the online questionnaire hosted on the Secretariat’s website.
Suppliers whose offerings match current procurement needs may be contacted for further engagement.
