Electronic registries for GoO project
To support implementation, the Energy Community Secretariat launched a regional project in 2022 to develop electronic registries for guarantees of origin for electricity in Albania, both entities of Bosnia and Herzegovina, Georgia, Kosovo*, North Macedonia, Moldova, Montenegro, and Ukraine.
Following the completion of the project, in order to use the registries, issuing bodies had to sign direct agreements with the service provider. Several did so, and as a result, the registries in Albania, Georgia, Kosovo*, Montenegro, Republika Srpska (BiH), North Macedonia, and Ukraine are already operational. Serbia had operationalised its registry several years prior to the start of the regional project.

Facilitating recognition of guarantees of origin
As Contracting Parties began utilising the registries, concerns emerged regarding the restrictions outlined in Article 19(11) of the Union’s Directive 2018/2001/EU of 11 December 2018 on the promotion of the use of energy from renewable sources, since those restrictions prevent EU Member States from recognising guarantees of origin issued by Contracting Parties.
- In the Energy Community Ministerial Council of 14 December 2023, the European Commission presented the Roadmap for the Recognition of guarantees of origin issued by Contracting Parties of the Energy Community in the EU. The Roadmap provides a preliminary assessment of the conditions specified in Article 19(11) of the Union's Renewables Directive and outlines the criteria that must be met to enable mutual recognition of guarantees of origin.
- At the 75th meeting of the Permanent High Level Group (PHLG) in April 2025, the European Commission presented a timeline outlining its intention to propose a Decision on the recognition of Guarantees of Origin issued by the Energy Community Contracting Parties within the EU for adoption at the Ministerial Council meeting in December 2026.

Tasks
- The ministry in charge of energy transposed the renewable energy- related legislation into national law.
- Contracting Parties shall ensure that a guarantee of origin is issued in response to a request from a producer of energy from renewable sources.
- The designated competent bodies shall put in place appropriate mechanisms to ensure that guarantees of origin are issued, transferred and cancelled electronically and are accurate, reliable and fraud-resistant, ensuring compliance with the standard CEN - EN 16325.

Legal basis and purpose
Article 19 of Directive (EU) 2018/2001 establishes the framework for guarantees of origin to certify the renewable origin of energy supplied to final customers
- Guarantees of origin serve to demonstrate to final customers the share or quantity of energy from renewable sources in a supplier’s energy mix or in energy sold under contracts that reference renewable consumption, ensuring transparency and credibility in line with the directive.
- Guarantees of Origin (GOs) play a crucial role in tracking and verifying the renewable origin of energy, providing transparency and credibility in energy markets. They are particularly important for corporate Power Purchase Agreements (PPAs), as they allow companies to demonstrate that the electricity they consume is sourced from renewables, supporting their sustainability targets and climate commitments. By offering a reliable certification mechanism, GOs enhance investor confidence, support market-based renewable energy procurement, and ultimately help attract greater private sector investments into renewable energy projects, thereby accelerating the energy transition.
