2024 - 2026Tentative period – period during which the public authorities of Contracting Parties, operators, aircraft operators shall continuously work on complying with and implementing the provisions of MRVA framework.

Jan 2026Contracting Parties must designate competent authorities and ensure all installations listed in Annex I of the EU ETS Directive hold greenhouse gas emissions permits. Operators must monitor emissions based on authority-approved plans.

Tasks
Authority Task Contracting Parties - The Contracting Parties must designate and prepare the Competent Authorities to issue GHG permits, check and approve monitoring plans and accept annual GHG emission reports.
- In certain situations, the Competent Authorities will also be responsible for approving reports on the improvement to the monitoring methodologies and the determination of emissions of operators and aviation operators.
- In addition, the Contracting Parties must designate a National Accreditation Body to be responsible for the accreditation of GHG verifiers.
Operators - All operators of installations meeting the threshold criteria in Annex I of the EU ETS Directive must apply to the Competent Authority for approval of a GHG permit. Without obtaining this permit, Annex I activities resulting in emissions cannot be carried out.
- All operators and aviation operators must prepare and submit an emission monitoring plan to the Competent Authority for approval. The monitoring plan shall include detailed, complete and transparent documentation on the emissions monitoring methodology.
- Each year, all operators and aviation operators must submit to the Competent Authority an annual report with information on their GHG emissions verified by an independent accredited verifier.
- In certain situations, operators and aviation operators must also report periodically on improvements to the monitoring methodology.
National Accreditation Bodies The National Accreditation Bodies are responsible for the accreditation process, assessment and surveillance of GHG verifiers Accredited GHG verifiers Accredited GHG verifiers are responsible for verifying annual GHG emission reports for their compliance with GHG permits, approved emission monitoring plans and monitoring methodologies and requirements contained in the MRVA regulations.

Legal basis and purpose
The legal basis for the implementation of the monitoring, reporting, verification and accreditation (MRVA) system for greenhouse gas emissions is a legislative package consisting of three pieces of legislation:
- EU ETS Directive (Directive 2003/87/EC) - MRVA scheme elements only. The directive defines the scope of activities covered by the MRVA system and introduces the obligation to hold a GHG permit and to periodically monitor and report GHG emissions.
- Monitoring and Reporting Regulation (MRR - Regulation (EU) 2018/2066) - The regulation sets out the detailed rules, requirements and methodologies for the monitoring and reporting of GHG emissions by installations and aviation operators.
- Accreditation and Verification Regulation (AVR - Regulation (EU) 2018/2067) - The regulation defines detailed requirements and competences of GHG emission verifiers, regulates the principles of the verification process and sets out the rules for the process of accreditation of verifiers by the National Accreditation Body.
The aim of implementing the MRVA system is to make monitoring and reporting of greenhouse gas emissions mandatory for entities in the energy sector, industrial sectors and aviation transport. Through the involvement of state institutions (Competent Authorities) in the management, administration and supervision of the system, the correct application of the rules, requirements, compliance and enforcement is ensured. The imposition of verification of reported data by independent accredited verifiers ensures high data quality and compliance with the most important principals of the system: completeness, consistency, comparability, transparency, accuracy and integrity. Obtaining qualitative data on emissions at the enterprise level is essential for the subsequent implementation of any national climate and decarbonisation policies.
