Supporting
- Reviews national transposition drafts and provides feedback.
- Establishes an online platform to facilitate communication between the Secretariat and Contracting Parties as well as to enable climate reporting (Reportnet).
- Cooperates with the European Environment Agency (EEA) in providing capacity building for climate reporting, which include webinars, in person national and regional trainings, workshops, provision of IT tools.
- Monitors the implementation of the related Energy Community acquis.

Legal basis and purpose
Climate reporting in the Energy Community is guided by three key EU regulations, adapted and adopted to fit the Energy Community framework. Together, they establish a common approach to tracking progress on energy and climate goals and ensure consistency with EU standards.
- The Governance Regulation (EU) 2018/1999 provides the overall framework for planning, reporting, and monitoring national contributions toward 2030 climate and energy targets. It underpins the Energy Community’s governance structure in this area.
- The Implementing Regulation (EU) 2020/1208 sets out how reporting should be structured and submitted, helping ensure clarity, comparability, and efficiency across Contracting Parties.
- The Delegated Regulation (EU) 2020/1044 defines the technical standards for greenhouse gas reporting, including the use of global warming potential values and inventory guidelines, aligning the Energy Community with EU climate accounting practices.
These acts serve not just as legal instruments, but as practical tools to support transparent, consistent, and credible climate action across the region.
KEY OUTPUT
Supporting Climate and Energy Monitoring by the Energy Community project
The Supporting Climate and Energy Monitoring by the Energy Community project, launched in early 2023, is a joint initiative of the European Environment Agency (EEA) and the Energy Community Secretariat, funded by the European Commission (DG NEAR). It aims to support Contracting Parties in meeting their climate and energy reporting obligations under the adapted EU Governance Regulation.
The project provides assistance through the development of IT systems, data quality assurance, expert guidance, and capacity building. By promoting transparency, consistency, and alignment with EU standards, it strengthens the monitoring and implementation of energy and climate targets across the region.
