- Reviews national transposition drafts and provides feedback.
- Supports Contracting Parties in the preparation of Long-term Strategies (LTSs) by providing information on the state of the underlying scientific knowledge and opportunities for sharing knowledge and best practices.
- Monitors the implementation of the related Energy Community acquis.

- Oversees the transposition and implementation of national laws.
- Assesses whether the national long-term strategies are adequate for the achievement of the objectives of the Energy Union and the targets of the Energy Community and provides information on any remaining gap.
- Checks the consistency of the submitted long-term strategy with the Energy Community’s climate-neutrality objective.

Dec 2021Each Contracting Party shall prepare and submit to the Secretariat their long term strategy with a 30 year timeframe.
Dec 2026Where necessary, Contracting Parties should update their long-term strategies.

Legal basis and purpose
Legal basis and purpose
The legal basis for the long-term strategy is the adapted and adopted Regulation 2018/1999 of 11 December 2018 on the Governance of the Energy Union and Climate Action. The adapted and adopted Regulation sets out the governance framework of the Energy Community.
The purpose of the long-term strategy, as set out in Article 15 of Regulation (EU) 2018/1999, is to define a coherent national vision for reducing greenhouse gas emissions in line with the EU’s climate neutrality objective by 2050 and its commitments under the Paris Agreement. These strategies help ensure consistency between short-term policies and long-term goals, guide the development of NECPs, and support a cost-effective, socially fair transition to a low-emission, climate-resilient economy.
